PERHAPS A GEN. GEORGETTE MARSHALL?

DESPITE more than a decade of record expenditures, our military is unprepared for the changing requirements in the world. History shows that winners often prepare again for the last war, while losers prepare for the next. That's one reason why winners sometimes become losers.

We faced a similar situation before World War II, and our country was fortunate that Virginia Military Institute had prepared Gen. George Marshall to provide the leadership and vision we needed. Because of Marshall, the U.S. Army looked forward rather than backward as it prepared for changing responsibilities. It is obvious that we need such a man again. VMI, where is he?

The question has not been answered, and perhaps it is the wrong one. Should we be asking VMI, where is she?
