SENATE PASSES CAMPAIGN-FUND REFORM BILL

Reforms to limit campaign spending by politicians and special interests are likely to become law this year, House leaders said Thursday after the Senate passed a reform bill by a 60-38 vote.

House Speaker Thomas Foley, D-Wash., said, "We are not going to delay it. We will take it up, and we will pass a bill."

President Clinton called the Senate vote "a victory for the American people and a setback for the special interests."

The Senate bill bans contributions by political action committees and limits public financing of congressional races, two provisions that are certain to be challenged in the House.
