Dyke will be replaced by Karen J. Petersen, a deputy secretary of education, Gov. Douglas Wilder said.
Dyke, 46, was a partner in the Hunton & Williams law firm in Fairfax before he joined the Wilder administration in 1990. He formerly served on the state Board of Education and was a policy adviser to former Vice President Walter Mondale.
"I have stayed a lot longer than I originally planned to. This was quite a strain and a sacrifice for my family," said Dyke, who commuted between Richmond and his home in Fairfax County.
Dyke said he is interested in running for lieutenant governor in 1997.
Wilder praised Dyke for his school-reform leadership.
