Fairfax moved to the top spot from ninth last year and Henrico stayed No. 2 in the ranking by City & State newspaper. Arlington County ranked eighth and Prince William County was 13th.
The newspaper evaluated fiscal management in the country's 50 largest counties in terms of revenue.
Fairfax and Henrico "owe their success to sound financial management and solid local economies, reflected in both cases in the triple-A general obligation ratings the counties enjoy," the newspaper said in its June 21 edition.
