TAX RATE CUT; POLICE POSITION KEPT

For the second straight year, Town Council has lowered Dublin's real-estate tax rate. Council cut the rate by a penny to 23 cents per $100 valuation, effective Jan. 1.

The vote was 4-0. Councilmen David Stanley and Sam Gregory did not attend the special meeting Thursday, where council also approved the town's $1.7 million budget for 1993-94. Last year, council reduced the tax rate by 3 cents.

Councilman Colbern Linkous had proposed making the tax cut effective July 1, but changed his motion to Jan. 1, 1994. Tax assessment books, based on the current rate, already have been prepared, prompting the change.

"It makes the most sense," Town Administrator Gary Elander said after the meeting.

Elander said the tax cut will cost the town about $4,080 in annual revenue. Town residents also pay Pulaski County real-estate taxes.

Linkous also withdrew his motion to reduce the police force from seven to six people and to lower the budget accordingly. "We need to keep our options open," he said after the meeting. The town has been without a police chief since Mayor Benny Keister fired Jim McKinney in late May.

Cutting the department now would force the town to promote from within. Keeping the complement at seven means the town also can consider outside candidates.

Linkous also cast the only vote against the budget, saying there were "some things in there that ought to come out." He didn't elaborate.

The budget includes $2,500 carried over from this year to improve firehouse air-conditioning.

Council approved the Dublin Volunteer Fire Department's election of officers for the coming fiscal year - Robbie Cecil was re-elected fire chief, Stan Crigger is first assistant chief, Robert Lorton is second assistant chief and James Clark and Ronald McClure are captains.
