AVOIDING FEDERAL TAXES IN 1990: 779 couples and individuals reported
earning more than $200,000 and paid no federal income tax. 8,020 paid tax of
less than 5 percent on incomes reported at more than $200,000. 15,246 paid tax
of 5 percent to 10 percent on incomes reported at more than $200,000. More
than half of those earning more than $200,000 paid less than 25 percent of
their income in tax. 1,817 reported earning $100,000 to $200,000 without
paying any tax. 21,920 reported earning $50,000 to $100,000 without paying any
tax. An estimated 492 over-$200,000 earners had tax-exempt interest averaging
