The loan is from Urban Development Action Grant money earmarked for industrial development and the creation of new jobs.
When the loans are repaid, they go back into the UDAG fund for other loans in the future.
The vote followed a closed session by council's Finance Committee.
The loan is for working capital to George Penn and Howard Jenkins, partners in Ellery's Blues and More, which was planned originally as a nightclub but will now have a restaurant as well.
That will make three new restaurants in downtown Pulaski to be planned or created this year.
Council also received a complaint from a citizen, Mary Lee Duncan, about train warning signals being sounded during the night when a town ordinance prohibits them from 11 a.m. to 7 p.m.
Duncan said she would like to see the sounding of the signals banned altogether.
Two other council members, Alma Holston and J.R. Schrader, said they had received citizen complaints about the train noises.
The matter was referred to the Ordinance Committee.
Schrader said a new job would require him to step down as council's representative on the New River Valley Planning District Commission.
Council named Roy D'Ardenne to succeed him.
