Police said those arrested are accused of being involved in the sale of small amounts of marijuana and cocaine, mostly as "street-level dealers."
The indictments were the result of a cooperative effort among the Montgomery County Sheriff's Office, Christiansburg and Blacksburg police departments and the Virginia State Police.
The charges followed drug investigations conducted during the past several months. Some of the agencies' cases began back in 1991. Many of the charges are the results of purchases of cocaine and marijuana by undercover officers, according to a news release.
"A lot of these cases are the result of community complaints" about drug activities in their neighborhoods, said Lynn Roach, special agent with the Salem division of state police, said.
Eighteen of the 28 people charged had been picked up by officers by Thursday evening.
Those indicted by the grand jury are:
Steven D. Armaley of Knoxville, Tenn., two counts of distributing marijuana. No age was available.
Larry Lyn Baker, 33, of Shawsville, two counts of distributing marijuana and one count of distributing cocaine.
Douglas Anthony Bane, 33, 3700 block of Pilot Road, Riner, three counts of distributing cocaine.
Rodney Boothe of Christiansburg, one count of distributing marijuana. No age or exact address was available.
Deborah Wheeler Cressell, also known as Deborah Cressely, Shawsville, four counts of distributing marijuana. No age or exact address was available.
Terry Lee Epperly, 39, of the 900 block of Stafford Drive, Christiansburg, one count of distributing marijuana.
James Warren Gallimore, 33, 3000 block of Meadowbrook Drive, Blacksburg, two counts of distributing marijuana.
Richard "Dickey" Wayne Helton, 19, Old Farm Village Apartments, Christiansburg, three counts of distributing cocaine and one count of distributing marijuana.
Margaret Ann Shaver Horton, 38, Dutch Village Apartments, Blacksburg, one count of distributing marijuana.
Danny Leroy Kiser, 25, Route 2, Floyd, one count of distributing marijuana and one count of distributing an imitation controlled substance.
Kurt W. Koonce, 25, Old Farm Village Apartments, Christiansburg, four counts of distributing cocaine.
Robert William Linkous, 24, Christiansburg Bluff Apartments, one count of distributing marijuana. Linkous was also served with a warrant Thursday charging him with possession of marijuana with intent to distribute.
Glay Eugene "Butch" Maggard, 36, 200 block of Easy Street, Christiansburg, one count of distributing marijuana.
Ruth Ellen Maggard, 34, 200 block of Easy Street, Christiansburg, one count of distributing marijuana.
Robert James Mannon, 32, Haynes Trailer Park, Christiansburg, one count of distributing marijuana.
Robert Douglas McMillan, 34, College Street, Christiansburg, three counts of distributing cocaine.
