The state's Commission on Human Relations says Hardee's took that step in 1991 after deciding it was too difficult to comply with federal and state laws restricting the hours people under 16 can work.
Federal laws do not prevent job discrimination against anyone younger than 40. But some states, including Maryland, forbid all age discrimination.
The Maryland panel took its case before an administrative judge arguing that Hardee's discriminated against dozens of Maryland teens. The case will continue in September. A Hardee's spokesman didn't return telephone calls.
