The Washington Post said Wyatt, who's been working in Washington, D.C., told friends he plans to marry Magennis.
A spokesman for the development secretary said she would have no comment about her private life, and Wyatt had an unlisted telephone number at his Alexandria home.
Wyatt, the son of Texas oil millionaires, was featured last year in the British tabloids, which published photographs of him vacationing with the duchess.
Magennis previously has been linked with U.S. Sens. Edward M. Kennedy, D-Mass., and Christopher Dodd, D-Conn. She also has socialized with U.S. Sen. John Warner, R-Va., and Gov. Douglas Wilder, who appointed her to the state Cabinet last year.
