The plane went down in a wooded area off Virginia 672 near the Frederick County line about 5:45 p.m., police said.
Witnesses reported seeing the plane looping in the air and stalling before it hit the ground and burst into flames.
The two victims - whose names had not been released - were the only ones in the craft, police said.
The fire spread over about two acres before it was extinguished, Clarke County fire and rescue officials said.
