900-LINE PHONE CALLS UNDER NEW REGULATIONS

The Federal Trade Commission on Tuesday imposed tough new advertising restrictions on companies that sell everything from psychic advice to sports scores over 900-number telephone services and charge callers a fee.

Among other measures, the regulations require that calls costing more than $2 carry a preamble disclosing the price and informing customers that they can hang up within three seconds without incurring any charges. The FTC rejected pleas from the industry, which had sought to limit such preambles to calls costing more than $5.
