UKRAINE DISMANTLING ITS NUCLEAR WEAPONRY

Ukraine's defense minister said Wednesday in Washington that 10 nuclear missiles and 60 warheads will be dismantled by September but that it will take ratification of the START treaty and $3 billion in aid to make the country non-nuclear.

The disarmament, which Defense Minister Konstantin Morozov said began July 15, brought a promise of $175 million in U.S. nuclear disarmament help Tuesday when Morozov met with Defense Secretary Les Aspin.

Morozov described the nuclear debate in his country as "an acute political struggle" and gave no indication when Ukraine's parliament might ratify the START I treaty. The treaty has been accepted by all other former Soviet states.

He said that despite the opposition of some parliament members to the non-nuclear goal, the government is going ahead with the dismantling of SS-19 intercontinental missiles.
