The volunteers program started with an alternative spring-break program seven years ago in Ivanhoe, where students from Virginia Tech and other colleges and universities began spending their spring vacations renovating homes or doing other work in the community.
Ivanhoe, on the border of Wythe and Carroll counties, has welcomed about 500 students since then.
The Virginia Water Project, a private nonprofit group, is seeking $71,000 from the W.K. Kellogg Foundation to expand the volunteers program, and $40,000 in other grant money.
