Ethan T. Charlton of Foundry Place in Radford was charged with malicious wounding. Because the victim was a juvenile, Charlton's preliminary hearing earlier this week was held in Juvenile and Domestic Relations Court.
Earlier, Anthony Goins, 22, and Donta Bundick, 18, of Roanoke, were bound over to the grand jury on charges of malicious wounding and abduction.
The 15-year-old victim testified that he was beaten with a baseball bat and threatened with a razor-knife in April after being approached by three people who accused him of being a police informant.
A Radford grand jury had handed down drug indictments a few days earlier including two charging Goins with two counts of distributing cocaine.
Pulaski County authorities have said the boy was not an informant.
The boy said he was taken to a trailer where he was struck with a bat and beaten. He sustained a broken nose and jaw and had to have laser surgery on an eye.
