GINSBURG IS SWORN-IN AS JUSTICE

Ruth Bader Ginsburg became the second female Supreme Court justice Tuesday, declaring approvingly that "the times are changing."

"In my lifetime, I expect there will be among federal judicial nominees . . . as many sisters as brothers in law," the 60-year-old women's rights pioneer said at her White House swearing-in ceremony.

Ginsburg, who also took a judicial oath in a private ceremony at the Supreme Court building Tuesday, is the 107th high court justice.

She joins Sandra Day O'Connor, a justice since 1981, who never has used her office to lobby publicly for more women on the federal bench.
