ILLEGAL BOY SCOUT PATCH SALES

A man has been charged with bringing unauthorized Scouting patches to Fort A.P. Hill and selling them at the Boy Scout Jamboree, the FBI said Tuesday.

The FBI arrested Michael W. Welsh, 38, of DeKalb, Ill., on Monday. He was charged with selling patches manufactured without the approval of the Boy Scouts of America and the transporting the patches across state lines, according to a FBI statement.

An FBI agent who is a Scout leader saw Welsh selling patches and became suspicious, said Stanley Klein, the special agent in charge of the bureau's Richmond office.

After an appearance before U.S. Magistrate G. Warthen Downs, Wells was released until a preliminary hearing today. If convicted, he faces up to five years in prison and a $250,000 fine.
