THE ALLEN AGENDA

AS VIRGINIA prepares for the gubernatorial race between Republican George Allen and Democrat Mary Sue Terry, the time is ripe to take stock of where the commonwealth is and where it wants to go from here. Perhaps the most important question is how is government going to be able to meet the challenge of economic growth in the 1990s?

If history is to be any guide, the most important thing the government can do is to wring every excess dollar out of the budget and strive to keep taxes and regulations to a minimum.

There is a growing body of economic evidence that shows that taxes, and especially taxes on productive activity such as work and investment, have quite a devastating effect on state economies. The National Center for Policy Analysis found in a study of the years 1957 to 1987 that higher state taxes led to slower economic growth.
