Clinton, who is tentatively planning to release details of the initiative to the nation the next day, plans to attend the Southern Governors' Association conference in Richmond, Wilder said Thursday.
At their conference, the Southern governors are to sign a formal agreement with visiting African heads of states to increase business and cultural relations between the regions.
About 20 African leaders are expected to participate in the Richmond meeting. During the conference there will be a trade show highlighting business and investment opportunities in the South and African nations.
Already, the presidents of Angola, Botswana, The Gambia, Guinea-Bissau, Mozambique and Niger as well as the vice president of Uganda have agreed to attend.
Clinton's attendance at the meeting would be a natural. He is a former governor of Arkansas, a member state of the association. A high-profile meeting with African leaders also would underscore his administration's promise to make African affairs a top priority. Clinton won overwhelming African-American support in his presidential campaign.
