He said July boarding figures reflect an industry decline from last summer's business.
Since last year's sale, he said, airlines also have reduced capacity so their loads are only 0.3 percent below last year. But the fewer passengers are paying a lot more for their tickets, bringing airline revenues up from last summer.
For the year to date, the number of passengers has fallen only 0.22 percent, from 182,341 last year to 181,931.
