MONROE-HIGGINS

Debra Ann Monroe and Charlie Rufus Higgins, Jr. are engaged and planning to be married October 23, 1993. She is the daughter of Mr. and Mrs. Lynwood C. Monroe, Sr. She is a graduate of Virginia Western Community College, and earned a Bachelor of Business Administrationdegree from Averett College. She isemployed by Elizabeth Arden, Inc., as an expert customer service representative. He is the son of Mr. and Mrs. Charlie Rufus Higgins, Sr. of Chattanooga, Tenn. He attended the University of Chattanooga, and is employed by Norfolk Southern Railroad as a Mechanical Supervisor. The wedding will take place this fall at High Street Baptist Church in Roanoke.
