CLINTON NAMES EXECUTIVE AS NEW ARMY SECRETARY

President Clinton said Friday he will nominate Togo West Jr., a Northrop Corp. executive, to be secretary of the Army.

West is vice president in charge of government relations for Northrop's Washington office. He was general counsel of the Navy Department from 1977 to 1979 and later general counsel of the Pentagon.

Clinton, in a statement, said West "knows firsthand the challenges facing our fighting men and women."
