Shelia Annette Waugaman and James Alan Powers are engaged and planning to be married September 10, 1994, in Troutville. She is the daughter of Mr. and Mrs. C.W. Waugaman, Jr. of Daleville. She graduated from Lord Botetourt High School and is employed by CentralFidelity Bank. He is the son of Mr. James D. Powers of Troutville, and Mrs. Mary Reaser of Salem. He graduated from Lord Botetourt High School, attended Virginia Western Community College, and is employed by the Virginia Department of Transportation.
