TO KNOW

CONGRATULATIONS on your series concerning the problems of college education. The most serious problem is the inability of parents and students to evaluate the quality of instruction at prospective schools. My suggestions are:

1. Universities should be required to have separate teaching staffs for their undergraduate and graduate schools. Undergraduate teachers would be evaluated and promoted solely on the quality of their instruction. Graduate teachers (the professors) would be required to teach graduate courses and permitted to conduct research. They would be evaluated and promoted on both the quality of their courses and the quality of their research.

2. Virginia should require all state-supported colleges and universities to implement a program whereby:

The students would be required to anonymously rate every course and every teacher on the quality of the material ... and the quality of the instruction.

The rating form would be standardized to be the same for all schools and all courses.

The results of the course and teacher evaluations would be available to anyone, at any time.
