Burdick, a North Dakota Democrat, died last year after serving 32 years in the Senate.
Senators also assailed Roll Call, a Capitol Hill newspaper, for publishing a story based on information obtained under the Freedom of Information Act about the FBI's activities concerning Burdick.
But Roll Call's editor said the FBI, not the newspaper, was the villain.
Sen. Howard Metzenbaum, D-Ohio, called the disclosure "the last straw" and demanded that the FBI rename the J. Edgar Hoover Building.
Sen. Byron Dorgan, D-N.D., said he called FBI Director Louis Freeh, demanding an apology to the Burdick family. Sen. Kent Conrad, D-N.D., said later that Freeh had agreed to write a letter of apology to Burdick's widow, Jocelyn.
