Joy, the authority's first and only director, gave no reason for his decision to step down.
The authority has been at odds with some of its governing bodies over several issues. Most recently, the county Board of Supervisors voted to withhold second-quarter funding for the IDA.
"We understand that the IDA presently holds well in excess of $30,000. We further understand that this level of excess funds has been held for some time," board Chairman Tom DuPuis wrote to authority Chairman Jack Baumgardner as an explanation of the board's decision.
DuPuis said "the IDA is the only agency funded by Wythe County which does not return unused or excess funds to the county at the end of each fiscal year. . . . We feel this procedure should be immediately instituted."
DuPuis invited IDA members to the next board meeting at 7:30 p.m. Tuesday "to promote a better working relationship than now exists. . . . We would appreciate this not turning into a legal battle and for that reason we request that you do not bring your attorney."
