JAPAN LEADER REGRETS MILITARY PAST

Japan's new prime minister, Morihiro Hosokawa, stood before the community of nations Monday and expressed his country's remorse for its past militarism. He pledged to promote peace, prosperity and human rights.

The message was one of Japan's most important public acknowledgements of its aggression in World War II. It was the first such declaration of remorse by a Japanese leader at the United Nations.
