A measure approved by voice vote in the Senate Foreign Relations Committee would give President Clinton until Jan. 1 to waive laws that ban aid for and relations with the Palestine Liberation Organization.
It came hours after Senate and House conferees incorporated similar waiver language in the final version of the fiscal 1994 foreign aid appropriations bill.
The bill includes $25 million for Palestinian development, funds decided on before Israel and the PLO reached their breakthrough agreement on self-government in the occupied territories.
The United States plans to contribute $250 million over the next two years to a proposed $3 billion multinational effort to help the Palestinians, but has been hamstrung by legislation barring aid for the PLO. - Associated Press
