SENATE KEEPS CURBS ON ABORTION FUNDING

The Senate on Tuesday voted 59-40 to defeat an attempt to lift all restrictions on federal funding of abortions for poor women and instead agreed to a House-passed measure allowing funding in cases of rape and incest.

While the new language is marginally more permissive than previous incarnations of the Hyde amendment, which has limited federal funding of abortions, it falls far short of the expectations of abortion-rights supporters after President Clinton took office.

But forces on both sides of the issue agree that the votes this year in the Senate and House are a precursor to the bruising battle ahead over Clinton administration efforts to include abortion as part of the national health-care plan. - The Washington Post
