4 YOUTHS ARRESTED IN FLA. KILLING

A 13-year-old boy and three young companions were charged Wednesday in the high-profile shooting death of a British tourist at an interstate rest stop.

The victim's girlfriend, who was wounded in the attack, said she was stunned by the ages of the suspects.

"I am numb and I do not really feel much for them one way or another," Margaret Ann Jagger said from England. "If this makes new waves about gun control laws and saves someone else from getting killed, then Gary has died for a reason, I guess."

Gary Colley, 34, died Sept. 14 after he and Jagger were shot in their car at a well-lit, crowded north Florida rest area. He was the 10th foreign visitor since last October to be killed in Florida.

The state Department of Law Enforcement and Jefferson County Sheriff Ken Fortune announced the arrests Wednesday, 17 hours after they had originally planned because of an overnight gag order from a Circuit Court judge.

Prior to the order, authorities said they were focusing on a 13-year-old with a record of 15 arrests on more than 50 charges who had been held since the shooting on an unrelated auto theft charge.

The 13-year-old was arrested at a housing project with two 16-year-old boys, one reportedly his half-brother, and a 14-year-old boy. Officials declined to confirm names or ages Wednesday.
