Bottle bill

I'd like to know what each of the candidate's positions would be on the implementation of a bottle bill.

Caroline Kuper, Lexington.

Mary Sue Terry:

"I think we've really made significant strides in the commonwealth in recent years by virtue of a lot of public-private sector partnership as it relates to litter and recycling. But we've got to redouble our efforts. The fact of the matter is I'm not aware of any situation in the country where a bottle bill has been effective in achieving its stated purpose. What I would propose is to continue to support the public-private partnerships and initiatives under way now in terms of recycling and litter control. With the governor taking the lead, and helping all of us see it's when we can learn how to make the right choices in everything we do, including waste disposal, we all help each other and we all not only create an environment that is more pleasing to look at it but one that is conducive to quality of life and attracting jobs and moving our state forward."

George Allen:

"Recycling is an important aspect to preserving our environment. Virginians are very supportive of recycling but the key to getting more and more Virginians to participate in recycling efforts is not more legislation which amounts to forced deposits on beverage cans and bottles. This drives up costs for retailers and `mom and pop' stores. The key is for state government to support and work with localities and communities to encourage reducing waste in the first place, reusing materials, an increasing recycling effort."
