After responding to the 800 block of 12th Street Northwest, police saw the youth slam on the breaks, jump from the car and run. He was caught a few blocks away.
The youth, who is not being identified because of his age, was charged with reckless driving, failing to stop for police and driving without a license.
The owner of the car, Haywood S. Scott of Lynchburg, told police his car was taken Saturday night after he left it running outside a Shenandoah Avenue convenience store.

A 17-year-old girl who allegedly cut her boyfriend's arm with a butcher knife has been charged with malicious wounding. The girl told police she stabbed the man after he threatened her at his Troutland Avenue home early Sunday. Lawrence Patrick Bennett, 25, was treated at Roanoke Memorial Hospital.
A woman was robbed of about $60 at gunpoint Sunday night while visiting a friend in the Indian Village housing development. Peggy Elizabeth Weiss told police that two men told her no one was home at the apartment she was visiting, then pushed her to the ground and took her purse.
