It was the first victory of the year for Mochrie, who won four times in 1992 and was the LPGA player of the year.
Mochrie's four-day total of 5-under-par 283 at the Naples National Golf Club earned her $102,000. Mochrie climbed four places to fourth on the LPGA money list with $426,899.
Two strokes back were Andrews, Michelle McGann, Sherri Steinhauer and Meg Mallon, each earning $31,600.
Nancy Lopez finished sixth, followed by Lauri Merten, Betsy King and Brandie Burton.
Andrews, of Lynchburg, Va., shot a 69 Sunday and was at 5-under after 17 holes. On the 18th, she landed her second shot in a swamp, had to drop and took double-bogey 7.
That left Mochrie needing only a par on the final hole to win. Instead, she made a 20-foot birdie putt.
Mochrie began the day with a two-stroke lead over Lauri Merten but quickly found herself watching Steinhauer, Mallon, McGann and Andrews move up the leader board. In the end, the battle was down to Mochrie and Andrews.
Andrews, needing to hit the ball 120 yards to clear the swamp to the landing area on No. 18, hit what she called "a fat 4-iron" and watched her ball splash in the hazard.
She missed the green with her fourth shot and 2-putted.
"I just put a bad golf swing on it," Andrews said.

The American trio of John Daly, Fred Couples and Payne Stewart edged defending champion England to win the $1.5 million Dunhill Cup in St. Andrews, Scotland.
Although Stewart shot a 74 to lose by four shots to Mark James, Couples carded a 68 to edge Nick Faldo by a stroke. Daly beat Peter Baker 70-73.
"I'm extremely proud of my team," said Stewart, the United States' captain, who lost both his games in the semifinal and final. "I didn't play that well and I'm thankful I had John Daly and Fred Couples on my team.
In the nine years of the Dunhill Cup, the Americans had won only once previously, when Mark Calcavecchia, Tom Kite and Curtis Strange beat Japan in 1989.
