AMERICANS STILL HAVE UNSAFE AIR, STUDY SAYS

Despite a massive overhaul of the nation's clean air law three years ago, Americans still are breathing unsafe air because of government foot-dragging, a congressional study said Monday.

The Senate Environment and Public Works Committee report gave the Environmental Protection Agency an average B-minus report card for its overall implementation of the Clean Air Act Amendments of 1990. It gave two D grades - for not assisting state programs for low-emission vehicles, and for tardiness in regulating a host of toxic chemicals that are released to the air free of any federal standard.

"Almost half of all Americans still breathe unsafe air. Smog still plagues every major American city. Factories still spew toxic smoke and emissions of soot increased last year," Sen. Max Baucus, D-Mont., the committee chairman, said in releasing the report.
