VA. ASKS W.VA. TO RETURN MURDER-FOR-HIRE SUSPECT

Virginia authorities have called for the return of a Morgan County man to stand trial in the alleged murder-for-hire of a Northern Virginia builder.

An extradition warrant ordering Ralph N. Shambaugh Jr., 33, of Great Cacapon to return to Fairfax County was served Friday.

Shambaugh has been held without bond in the Eastern Regional Jail in Martinsburg since his Sept. 20 arrest in Berkeley Springs on a fugitive warrant.

He is charged with capital murder, conspiracy and firearms charges in a Fairfax County grand jury indictment.

The indictment alleges Shambaugh conspired with Stanley Hyman of McLean in the June 10 slaying of Hyman's former son-in-law, builder John Kowalczyk of Vienna.

Hyman and his wife, Jacqueline, were found shot to death Aug. 4 in a Clearwater Beach, Fla., condominium. Police labeled the shootings an apparent murder-suicide.

Judge Christopher Wilkes gave Shambaugh's attorney until Dec. 15 to contest the extradition.

A hearing is scheduled Feb. 11 in the Morgan County Circuit Court in Berkeley Springs.

Virginia prosecutors have said they will seek the death penalty.
