President Clinton signed legislation Tuesday lifting the United States' remaining sanctions against South Africa and announced an initiative to spur investment in that nation's black private sector.

\ William Kennedy Smith, the nephew of Sen. Edward Kennedy, D-Mass., has pleaded no contest to accusations that he punched a bouncer outside an Arlington County, Va., bar last month, prosecutors said Monday. He has agreed to provide 100 hours of medical care at a community clinic in Chicago. Smith, 33, was acquitted nearly two years ago in a Florida date-rape case.
