Bown, 39, becomes the fifth driver for Allison's team since it was formed in 1990.
It was the second straight year Allison had to find a replacement for a driver who defected to Johnson's team. In 1992, Hut Stricklin switched to Johnson, but he lasted only one season and was replaced by Spencer.
Spencer, who finished 12th in the Winston Cup standings this year, signed his new deal with Johnson late in the season, when many other drivers already had made their plans for 1994.
Allison was forced to scramble for a new driver, and he settled on Bown, who was the 1990 Grand National champion and ran fourth in the points standings this year.
