SECRIST HOPES FOR MORE BLACKSBURG REVENUE|

Blacksburg Town Manager Ron Secrist is optimistic that town revenues will increase enough next fiscal year to allow $2.78 million in capital improvements.

Secrist and other town staff members presented the recommended Capital Improvement Program for 1995-1999 at a special meeting Monday night.

The plan includes $279,000 for building recreation facilities at the new elementary school on Prices Fork Road. The town is teaming up with the county to develop the park, which will be used by students during school hours and open to the public at other times.

Secrist said the new recreation facilities are a good project for the town, but noted that it is a major financial commitment. Some other worthy capital projects may have to be delayed until the park development is complete, he said.

``I'm just glad we are able to respond to the opportunity when it arose,'' said council member Frances Parsons.

Town Finance Director Mary Kemp said town revenues are expected to grow about 3 percent next year. The five-year plan doesn't include any tax increases.

``We approach this CIP period with cautiousness as evidence of a significant positive swing in the economy is not evident,'' Secrist said in his report to council.

Projects in the plan will be funded by a combination of state, federal and local money, including the sale of $2.1 million in general obligation bonds scheduled for next summer.

Secrist said town staff will also keep a close watch to see how state cuts, because of projected revenue shortfall, will affect Blacksburg`s capital projects.

Highlights of the 1994-95 capital improvement recommendations include:

$367,000 for street repaving and improvements.

150,000 for a new building at the municipal golf course.

$50,000 for renovation of the municipal pool's restrooms and decks.

$70,000 to replace the gym floor at the community center.

$6,450 to build a shelter over the Farmer's Market on Roanoke Street.

$34,708 for bike trails.

$176,000 for sewer pump station replacement.

The plan also includes a parking deck near Squires Student Center to be paid for by the town and the university, but specific funding levels haven't been determined.

Secrist also pointed out several projects not included in the five-year plan.

Funding for the final two phases of the Aquatic Center have been put on hold along with money for a new fire station on South Main Street.
