Burgess scored 20 points and grabbed four rebounds to bring his career total to 1,124 points and 503 rebounds. He is only the fifth Radford player to get 1000 points and 500 rebounds.
Tyrone Travis scored 18 and Jason Lansdown had 13 for Radford (6-2), which came back strong off a 12-day layoff.
LSU (6-2) was led by Clarence Ceasar with 18 points. Jamie Brandon had 16 and Sean Gipson added 12 for the Tigers.
LSU chipped away at the Radford's 42-35 halftime lead and looked as if it had stolen a victory when Ronnie Henderson buried a 3-pointer from the right corner with 9.2 seconds left to give the hometown Tigers a 72-71 lead.
But Radford took the ball down the floor and got the ball at midcourt to Burgess, who hit the wide-open, game-winning jumper.
"Obviously, if we can go on the road and beat a SEC (Southeastern Conference) team, it's a huge win for our team," said Radford head coach Ron Bradley. "We played an almost perfect first half. (This win) certainly gives us good visibility, but it's a long road ahead of us. It means we can't sneak up on anybody anymore."
Ceasar grabbed two steals and scored three field goals in an 11-2 run early in the second half, pulling LSU within 53-50. But Burgess scored inside and sank a 3-point goal from the left side of the key as Radford answered with a nine-point spurt of its own for a 62-50 lead at 11:48.
A seven-point run - four of them on free throws - put LSU back in the game and the Tigers finally knotted the score at 69-69 on a Gipson layup at 1:53.
Anthony Walker hit two free throws for the Highlanders at 1:14 for a 71-69 lead before Henderson answered with his 3-pointer.
