FAIRFAX OPENS ARMS TO ARMY OFFICE PLAN

Fairfax County supervisors endorsed the Army's plans to create a sprawling complex of 40 high-rise office buildings that could be Northern Virginia's largest development in three decades.

Monday's 9-1 vote came five years after the Army proposed the development for the wooded site just west of Interstate 95 about 17 miles south of Washington.

Critics say the plan could force Fairfax taxpayers to spend millions of dollars for road and other improvements at Fort Belvoir's old Engineer Proving Ground.

But county officials say the project can be stopped if traffic or costs get out of control.

"This is an opportunity to make sure that Army and other federal jobs remain in the Northern Virginia region," said Supervisor Joseph Alexander, whose district includes the site.

The first phase, with enough offices for 8,000 workers, could be finished in 1997, the Army said. - Associated Press
