ALLEN NAMES UVA BOARD REPLACEMENT

Gov. George Allen named Elsie G. Holland, a Richmond educator, to the University of Virginia's board of visitors Saturday to replace S. Buford Scott.

Scott resigned effective Friday, said Allen's spokesman, Ken Stroupe. Holland will fill his term, which runs until March 1995.

Holland is the reading specialist for the Petersburg public school system, where she develops and teaches a curriculum in reading and language skills.

The appointment of Holland, who is black, follows a controversy last month at the university when Allen replaced three Democratic members whose terms had expired.

Allen, a Republican, did not reappoint Freddie W. Nicholas Sr., the 16-member board's only black member, and he did not name another black to the board. That action prompted complaints from students and faculty.

Holland earned bachelor's and master's degrees from Virginia State University, and graduated from the University of Virginia in 1975 with a doctorate in education.

She also has worked at Virginia Union University, the state Department of Personnel and Training, the state Equal Employment Opportunity Office and schools in the counties of Powhatan and Albemarle and the city of Richmond.

She is a former member of the board of visitors of Virginia State.
