Consumers who shop by phone, fax or computer now have the same rights that mail-order buyers got 19 years ago. Under a Federal Trade Commission rule that took effect March 1, all merchants must ship orders within 30 days of the time specified in an advertisement, unless they make it clear that it may take more time.

The shipping clock starts when an order is received, not when it is processed. Additionally, the regulation requires merchants unable to ship items within that time to send a notice immediately or call to explain the delay. Consumers who do not want to wait can cancel their order and get their money back. Last year, about 1 percent of all phone orders were not delivered and a consumer's money not refunded. Just under 5 percent of goods ordered by telephone arrived late without a consumer agreeing to the delay.

Applications for the NEEDLEWORK EXHIBIT, sponsored by the Christiansburg Senior Center and the Senior Athletes of Montgomery County, will be available Monday at the senior center. The show will be May 14, 9 a.m.-5 p.m.

Needlework items will be placed in different categories, and a "People's Choice Award" will be given for each category. All needlework is for display only, not for sale.

The Retired Senior Volunteer Program needs a QUILTING FRAME to complete a quilt that's been in the making for more than a year. Several volunteers have contributed squares for the piece. Eventually, donations will be accepted, and the quilt will find a permanent home. If you can donate a quilting frame, call the RSVP office at 382-5775.

Scientific advances that prolong life or painlessly end it have created ethical, religious, legal and political concerns. Many of these issues, such as the role of government, individual control over life decisions and advances in medical treatment, will be addressed at the "QUALITY OF LIFE AT THE END OF LIFE" seminar on Thursday.

The seminar will be held at the Donaldson Brown Hotel and Conference Center from 9 a.m. to 4 p.m. Advance registration is not required but is recommended. For more information, call 231-5182.

SENIORS IN BLACKSBURG interested in participating in regularly planned activities should take a few moments to send suggestions and preferences to the Recreation Department, 725 Patrick Henry Drive. Possible interest groups include: short trips (one day), long trips (overnight), golf, tennis, lunch, coffee brunch, exercise, tea dances, ceramics, bridge, discussion groups, movies, swimming, walking, potluck suppers and dining out.

Day and time preferences should be submitted with activity information.

Funds have been requested for a half-time senior recreation program coordinator to start July 1.

The SENIOR ATHLETES OF MONTGOMERY COUNTY are holding a rummage sale April 1 and 2 at the National Guard Armory in Christiansburg. Donations of furniture, household items, crafts and baked goods are being collected.

Proceeds will go toward expenses for senior winners to compete in the Virginia State Golden Olympics in Williamsburg in June.

Today both Christiansburg groups will go to SHARE to sort and package food. The Blacksburg group will help at SHARE on Thursday.

The Shawsville group will visit Heritage Hall at 10 a.m. on Monday, and the Warm Hearth group will visit Brookmeade at 2 p.m.

The CHRISTIANSBURG SENIOR CENTER, 655 Montgomery St., 382-8173:

Tax assistance will be available at no charge Thursday, 1-4 p.m. at the senior center.

A trip to Historic Statesville is scheduled Friday at 8 a.m. from the National Guard Armory. Transportation fee is $4.

A covered-dish lunch and slide show will be held Monday at 11:30 a.m. at the senior center.

The 55 Alive driving class will be held March 29-31. Register at the senior center.

Crafts and ceramics will be held all day Friday, and bridge and other card games are played Mondays, 1-4 p.m.

The board of directors of the Radford chapter of the American Association of Retired Persons will meet today at 2 p.m.

The Woman's Club of Radford will hold a card party at the senior center on Friday at 12:30 p.m. to benefit their Babies Into Books project.

The Dine Round Club will dine today at 12:30 p.m.

The Disease Prevention and Health Promotion Service meeting on Thursday at 10 a.m. will address medications.

Senior identification cards will be made Thursday, between 10 a.m. and noon. Those 60 and older who would like a card must bring proof of age and Social Security card. A $1.50 donation helps defray costs.
