IN SERVICE

Navy Cmdr. WILLIAM S. KELLY, son of William S. and Edith H. Kelly of Pulaski, has received the Navy Commendation Medal. The medal recognizes meritorious accomplishments, achievements and dedication to duty.

Kelly was cited for his service as executive officer aboard the guided missile cruiser USS Flatley.

Kelly, who joined the Navy in 1977, recently reported for duty as director of manpower and administration with the Commander, Naval Reserve Force, New Orleans.

Others recently receiving medals and awards include:

Marine Capt. ALAN C. VANDER, son of Fran I. and Ellis C. Vander Jr. of Blacksburg, was awarded the Joint Service Commendation Medal. The award is official recognition of Vander's courage, professional expertise and dedication to duty. He was cited for his service as a military observer with the U.S. Military Observer Group, U.N. Mission for the Referendum, Western Sahara, Africa.

Marine Cpl. DARRELL E. ANDERSON, son of Janice O. Anderson of Dublin, has received a Meritorious Mast. The award is an official recognition of superior individual performance from a Marine's commanding officer. Anderson was cited for his service with the 8th Motor Transport Battalion, 2nd Force Service Group, Marine Corps Base, Camp Lejeune, N.C.

Navy Petty Officer 3rd Class JOSEPH G. BYWATER, son of Barbara J. Bauermeister of Radford, has received the Navy Good Conduct Medal. The medal recognizes the service member's service during a four-year period. To earn the honor, Bywater achieved and maintained a satisfactory level of performance and an unblemished conduct record for the entire period.

Those recently receiving promotions include:

Marine Sgt. SCOTT E. PIERCEof Radford recently was promoted to his present rank. Pierce serves with the 4th Combat Engineer Battalion, 4th Marine Division in Roanoke.

Those serving in special exercises include:

Navy Seaman Apprentice TROY H. SUTTON, son of Bonnie Sutton of Narrows, is serving off the coast of Somalia aboard the tank landing ship USS Spartanburg County, as part of the USS Inchon Amphibious Ready Group.
