The move took effect Monday.
"I'm honored to be selected and I'll certainly work hard," Lunsford said.
He replaces Pam McCune, who left the post Friday after 11 years of working for the county government. McCune is moving to Kilmarnock on the Northern Neck to join her husband, who is setting up a private psychotherapy practice.
The county will seek a new director of fiscal management, the official who prepares the annual county budget and advises the Board of Supervisors on financial matters.
In choosing Lunsford, County Administrator Betty Thomas followed a practice of promoting from within. McCune, for instance, had been deputy assistant administrator before her promotion in 1990.
"Jeff has done an excellent job in the finance department," Thomas said. The fiscal offices and the county administrator's offices are on opposite sides of the third floor of the county courthouse. "He doesn't have far to move," Thomas said.
Lunsford takes over a job with recently expanded responsibilities. In July, Thomas announced the first major reorganization of the county bureaucracy in a decade. The effect was to have more departments report to the assistant administrator, rather than directly to Thomas.
Lunsford, 40, was born in Abingdon and grew up in the Richmond area. He earned an undergraduate degree from Bridgewater College and a master of public administration degree from the University of Kentucky.
Before coming to Christiansburg, Lunsford worked for the state Department of Taxation in Richmond and for the Henrico County budget office. He is a member of the Virginia Government Finance Officers Association and served as its president in 1992-93.
Lunsford is active in scouting and is a past president of the Montgomery County Kiwanis club.
