STOPPING NUKES

Critics of the Clinton administration's North Korea policy denounce it as a kind of "payoff" to that country. They contend that the administration is setting a terrible precedent for future extortionists by providing positive incentives for North Korea to abandon plutonium production and join the international community.

Such critics fail to understand what it will take to solve the toughest proliferation challenges in the post-Cold War world.
