COMMERCE SECRETARY'S MAIN ACCUSER TESTIFIES

A grand jury investigation into charges that U.S. Commerce Secretary Ron Brown received $700,000 to lift the U.S. trade embargo against Vietnam resumed Tuesday with testimony from his chief accuser.

Grand jury action had halted in recent months, leading to speculation that the probe was over.

But on Tuesday, Binh Ly, the Vietnamese immigrant who first went public with the allegations, was called before the grand jury, testifying for two hours. It was his first appearance before the panel.
