While many consider it fashionable to wear a cap backward, Sunrise Mall and law enforcement officials in Corpus Christi, Texas, say they're a sign of gang affiliation. So they've banned the practice, one of several measures the mall has initiated in an attempt to curb gang violence and other crime.

Colin Ferguson, the man accused of shooting six people to death and wounding 17 during a racially motivated rampage aboard a Long Island, N.Y., commuter train, was declared competent Friday to stand trial.

The guessing and the waiting are over. New York Gov. Mario Cuomo said Friday he would seek a record-tying fourth four-year term. Only the late Republican Nelson Rockefeller has been elected to four four-year terms as New York governor.

Singer Rick James, 45, was sentenced Friday in Los Angeles to nearly 5 1/2 years in prison for what prosecutors called violent, drug-induced attacks on women.
