THE 1994 GENERAL ASSEMBLY opens today in Richmond. Gov. Douglas Wilder will give his final State of the Commonwealth speech at 7 p.m. It will be televised live on WDBJ (Channel 7) and WBRA (Channel 15). Gov.-elect George Allen will be sworn in Saturday at noon.
