COLD WEATHER CHILLS INAUGURAL FESTIVITIES

Democrats who thought it would be a cold day in hell when the Republicans finally took back the executive mansion are going to turn out to be half right.

Temperatures are expected to be in the teens, with wind chills making it feel as cold as 35 below zero, when George Allen becomes Virginia's 67th governor shortly after noon today.

Allen aides, who had considered canceling the parade that will follow the new governor's inaugural address, said Friday that they've decided to proceed as planned but have invited parade participants who feel it's too cold to drop out.

Allen's inaugural planners may get some congratulations from today's spectators for deciding in December to move the ceremony back to the south portico on the sunny side of the Capitol. The new governor's three immediate predecessors, all Democrats, were sworn in on the north side, which is shadowed even at midday during the winter.

Allen and several thousand people are expected to watch the inaugural parade from the north side, however.
