LITTON TO PAY $3.9 MILLION; `ILL WIND' OVER

Defense contracting giant Litton Systems, Inc., pleaded guilty to federal fraud charges Friday and agreed to pay $3.9 million in fines, civil claims and prosecution costs arising from the 1988 "Ill Wind" defense procurement scandal.

The negotiated plea was the final case in a 7 1/2-year-long Justice Department campaign that netted convictions of 64 government officials, consultants and corporate executives from 10 defense contracting companies and $250 million in penalties.

The massive procurement scandal erupted in the mid-1980s at the peak of the military spending boom. The ensuing investigation broke new ground in the prosecution of white-collar crime, including the first use of wiretaps against corporate and government lawbreakers.
